headers/deps: net: Split <net/ndisc.h> into <net/ndisc_types.h> and <net/ndisc_api.h>
<net/ndisc.h> is included over 2,300 times in other headers. In order to reduce its impact, we are splitting it into three parts: - <net/ndisc_types.h>: lightweight header with only type definitions and initializers. - <net/ndisc_api.h>: API declarations and inline functions. This header is inevitably more heavyweight. - <net/ndisc.h>: Simple default header that right now includes both the types and the API headers, but will only use the types header once all affected code is converted.
