wireless-regdb: TR, Turkey - enable VHT80
This enables 80 MHz bandwidth usage on all 5 GHz
frequencies and also adds a new frequency 5 GHz range:
* 5490 - 5710 MHz
This is a country that belongs CEPT [0] and an available
regulatory source is ECC/DEC/(04)08 [1].
