libtracefs utest: Add test to test tracefs_instance_set/get_buffer_percent()
Add a utest that tests different "buffer_percent" values using the tracefs_instance_set_buffer_percent() API. It also will test the tracefs_instance_get_buffer_percent(). Since the test now needs libtraceevent 1.8.1 which has: tep_get_sub_buffer_data_size() and meson will not build unless the tests build, update the minimum libtraceevent version to 1.8.1 in meson.
