Subject: [PATCH] net: wan/cosa.c: Convert "mutex" to semaphore
commit 25980a97fe30460a3734518509f9e73b721978a6 in tip.
The usage of this "mutex" is non obvious and probably a completions in
some places. Make it a semaphore.
