workqueue: Prevent workqueue versus ata-piix livelock
An Intel i7 system regularly detected rcu_preempt stalls after the kernel was upgraded from 3.6-rt to 3.8-rt. When the stall happened, disk I/O was no longer possible, unless the system was restarted. After the below patch was applied, the system no longer crashes.
