libtraceevent: 1.8.1

Changes since 1.8.0

- Added tep_get_sub_buffer_data_size() helper function

Normally a new API would up the main counter "1.9", but this was
more of a missed commit. That is, this update was never committed
when 1.8 came out, and that was a mistake. So I'm saying this is
a "fix" update, and not a "new API" update. Hopefully this doesn't
break anyone's work flow.
