Defines certain other features this PHY supports (like interrupts).
These flag values are used in Driver::FLAGS.

- ALWAYS_
CALL_ SUSPEND - Don’t suspend.
- IS_
INTERNAL - PHY is internal.
- POLL_
CABLE_ TEST - Polling is used to detect PHY status changes.
- RST_
AFTER_ CLK_ EN - PHY needs to be reset after the refclk is enabled.
